Guizhou launches Communication Expenses Integration next year

With the Communication Expenses Integration Program among Guiyang, Zunyi and Anshun in Guizhou province next year, the Guizhou Communication Administration and the three major telecom operators, Guizhou Telecom, China Mobile and Unicom, will save citizens 400 million yuan ($65.88 million) each year.
Starting January 1, 2014, phone calls between Guiyang, Zunyi and Anshun will be charged based on in-city communication fees, instead of accumulating roaming, long-distance or interval charges.
Once the Communication Expenses Integration Program is implemented next year, the three telecom operators will save almost 13 million citizens 400 million yuan annually. Over 30 percent of the permanent resident population will benefit from the plan.
"We will build a 'Guizhou model' in the field of communication by removing long-distance charges and roaming charges without changing area codes and telephone numbers. We will integrate telecommunication services and charges among the three cities," said Li Deming, director of the Guizhou Communication Administration.
The next step is to execute real communication integration by integrating the area code of fixed networks and increasing telephone numbers to 8 digits, according to Li.
Li Baofang, director of the Guizhou Economic and Information Commission, said,"The communication industry of Guizhou will develop significantly thanks to the plan. We strive to increase the proportion of the emerging industry, especially the communication industry, to 30 percent."
