'Optimize the old city and develop the new' to build a beautiful Guiyang

"The city of Guiyang is experiencing leap forward change, while building a national ecological city. It shall adopt the strategy of optimizing the old area of Guiyang city and developing the city's new area to build a more beautiful and structural city," said Peng Su, a member of the CPPCC Guizhou Provincial Committee.

Guiyang city has a mountainous terrain that divides the city into different blocks. Because of the division, the distance between each block is quite long, so the major economic, cultural and industrial facilities of the city are clustered in Yunyan and Nanming district. The city center is crowded while the suburbs are empty.

Statistics show that Guiyang's city center has construction land totaling 49.73 square kilometers, taking up only 21.7 percent of the city's total construction land, while two million people are concentrated in this area.

Tackling the issue, Peng suggested that Guiyang should transfer some of the city center's resources to the new area to achieve a logical allocation of resources. He added that the city can only be completed by offering improving facilities in the new area.

"The process is in progress," said Peng."A series of changes, including industrial structural upgrading, city function dispersal, environment improvement and facilities completion are happening in the old city center."

The new city area is playing a more and more important role day by day. The processes of old city optimization and functional dispersal and new city construction are being integrated.
