Guiyang, capital of Southwest China's Guizhou province, now has 260,000 young volunteers. The city hopes the number will one day account for 15 percent of the total population.

The Communist Youth League and the Guiyang municipal Party committee plan to turn Guiyang into a city of volunteers.

There are in total 11 volunteer service stations in Guiyang, allocated in famous scenic spots. Wearing green vests and with green ribbons tied at their arms, young volunteers in Guiyang provide handy services to the public for free.

Guiyang is the first city in the southwest region to use electronic cards for volunteer registration. The e-card is used to send information about volunteer activities, manage and examine volunteers, and award or encourage them.

The registered volunteers can enjoy some preferential terms, including buying insurance, taking public transportation and shopping. Moreover, volunteers that have worked 260 hours will enjoy preferential policies to start a business or apply for a job.
