Guiyang:37 measures for modern service industry

The Guiyang municipal government will implement the Opinions on Modern Service Industry, including eight development directions and 37 supportive measures, to guide and promote a modern service industry.
The opinion has four sections: general requirement, tasks, measures and support policies. The opinion states that the financial industry, tourism industry, software and information industry, modern logistics, exhibition industry, scientific service industry, modern business service industry and health care industry are major industries. Also, the opinion sets up short-term, mid-term and long-term objectives, and the added value of the service industry by 2015 will reach 150 billion yuan ($24.17 billion), by the end of 2017, it will reach 200 billion yuan and by the end of 2020, it will reach 280 billion yuan. The number of people working in the service industry in 2015 will take up 50 percent of the total number of workers, which will increase to 52 percent by 2017 and strive to reach 55 percent in 2020.
As many as 37 supportive measures are taken in market entry, land policy, talent policy and fiscal policy. In 2014, the fund that supports the service industry has reached 300 million yuan, and it is estimated to reach 800 million yuan by 2017.
Major industries or projects are stressed in the opinion, including a 100 million yuan special fund on scientific finance, for supporting the big data industry, as well as the preferential policy on electricity tariff and rent to support the construction of big data centers.
