Guiyang becomes mobile financial pilot city

Guiyang, capital city of Southwest China's Guizhou province, has become a mobile e-commerce pilot city along with Chengdu, Hefei, Ningbo and Shenzhen, according to a document recently issued by the National Development and Reform Commission and People's Bank of China.

In accordance with the document, the mission of pilot cities is to construct a trustworthy service management system and trustworthy mobile financial public service system. The mission also seeks to promote and apply the mobile smart terminal, which supports security chips and digital certificates.

On November 7, 2014, Bank of Guiyang, together with companies in the field of mobile payment, released the first mobile financial SIM card in China that meets the standards of the financial IC card and regulations of MTPS.

The SIM card can be used to pay water, electricity, gas and social insurance bills.

"Guiyang has completed the system construction, which has the capability of supporting mobile payment. So far, as many as 200,000 SIM cards and IC cards, which meet the standards of PBOC3.0 and MTPS, have been issued," said an official from the Guiyang municipal government.
