Welfare lotteries in favor of children proposed

A proposal to issue a children welfare lottery has been put forward by Luo Ning, a deputy of the NPC on March 8. The new lottery would be the first of its kind and proceeds would help fund child welfare.

Luo Ning, head of the Guizhou Women's Federation, focused her attention on the development of China's welfare for women and children during the two sessions held in Beijing. The proposal, which happened to come in conjunction with International Woman's Day, is aimed at improving the lives of poor children in the country, especially those without family members to take care of them.

According to Guizhou's social blue book, of the 6.58 million students in primary and secondary schools in the county, 2.4 million children in rural areas live without parents.

As family, social and economic structures continue to change, the number children living in plight in western China is set to increase.

Luo found that adequate child welfare funds are hard to come by, which led her to propose the idea of using a children's welfare lottery to boost capital.

Based on the experience of the successfully implemented China Welfare lottery and China Sports Lottery, it is hoped that the children's welfare lottery can be adopted to raise funds for destitute children and impoverished families.
