The city of Guiyang, Guizhou province could be the site of an Entrepreneurship Academy for returning Chinese, an idea from China's Western Returning Scholars Association, whose aim is to provide the necessary training for overseas Chinese returning to China who would like to start a business in Guiyang.

The vice-chairman of the Guizhou overseas friendship association, Kang Jichuan, explains that there are about 2,000 people from Guizhou studying abroad and the association's job is to build a communication site for them and provide support in starting their own business.

At the association's annual conference, in Guiyang, on July 28, its director, Qi Zaiyuan, explained further, "We're trying to build a non-profit site to explain local policies and providing training for overseas returnees," then added that Guizhou's big data business is booming and the local government is eager to attract people to start up businesses.

In relation to this, a general secretary of the Association's Russian branch, Jia Mengqiu, has suggested that Guizhou needs to extend its influence worldwide to help attract overseas Chinese, while noted that there is no denying that Guizhou is not a well-off place, and poverty is still a focus of local government but the local association is trying to attract more western-educated people to give a hand in local social and economic development under China's eco-civilization move.
