The city of Guiyang, Guizhou province has announced plans to increase its budget for public works this year for urban-rural integration, according to Guiyang Evening Newspaper, raising it to 14.1 billion yuan ($2.1 billion), up 8.26-percent from last year.

Guiyang put 400 million yuan ($60 million) into education, health care, ecological protection and housing, last year, with 220 million yuan going to elementary education, just over half the total budget.
