Guiyang promotes construction of smart parking

A three-year plan (2019-22) on the construction of public parking lots in the central urban area of Guiyang is currently being prepared, according to the Guiyang Municipal Transportation Commission on Aug 7.

In order to solve the problem of insufficient parking infrastructure and to further promote the reform of urban parking, the Guiyang Municipal Transportation Commission will organize professional teams to conduct a thorough investigation of parking resources in the city. It will create a reasonable governance plan according to the investigation results.

The plan will improve the construction of parking lots in six aspects. First is to build a parking supply structure based on buildings' equipped parking lots and supplemented by public parking lots, which will optimize the allocation of parking resources, as well as ease the conflict between parking supply and demand.

Secondly, the construction plan and operation management system of parking lots should be appropriate to the city's economic and social development.

In regards to old residential areas, hospital, and schools, parking information will be upgraded to strengthen comprehensive parking management and parking resources sharing, optimizing the layout of work, residential, and ecological space.

The parking facilities of commercial offices and administrative institutions are encouraged to be opened to nearby residents at night. Similarly, parking facilities in residential areas should also be opened to office workers during the day, forming a diversified and shared operation mechanism.

The plan will start comprehensive regulation on four kinds of illegal acts, including optionally changing the use of parking lots, illegally occupying parking lots, operating motor vehicle parking lots without licenses, and violating parking operation service standards.

In addition, the plan will speed up the information construction of parking lots, promoting the application of smart parking guidance systems and smart toll collection systems.
