The determination was supported by both the provincial Party committee and provincial government. Guizhou also issued a special action plan to complete the tasks over the next four years from 2019 to 2022, according to the provincial department of water resources.
The plan aims that by 2022, Guizhou's designed water supply capacity is expected to reach 14 billion cubic meters, with 2 billion cu m newly added.
In rural areas, tap water supply coverage will reach 88.5 percent and the centralized water supply coverage will reach 92 percent. The effective utilization coefficient of irrigation water will be up to 0.51.
To meet the goals, 367 projects will be undertaken with a total investment of 90 billion yuan ($12.79 billion). In addition, five major construction tasks will be carried out, covering the water distribution, water security, water-saving, and monitoring system.
In 2019, Guizhou will further the construction of 321 reservoirs and water networks. It will also start the construction of one or two large reservoirs, as well as 31 small and medium-sized reservoirs and water networks.
