Guizhou promotes cooperation in Pan-Pearl River Delta

The Pan-Pearl River Delta Regional Cooperation Chief Executive Joint Conference was held in Guiyang, capital of Southwest China's Guizhou province, on July 6-7.

The Pan-Pearl River Delta Region, consisting of nine provinces and regions including Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou, Yunnan, as well as Hong Kong and Macao, contributes one-third of China's economy despite only having one-fifth of the land area and a third of the population, making it an important engine of China's economic growth.

Seizing the development opportunities of Pan-Pearl River Delta regional cooperation, Guizhou has been integrating itself into regional cooperation at an increasing pace.

Infrastructure connectivity 

From 2004 to 2023, Guizhou has accelerated the interconnectivity of its transport infrastructure, creating an efficient and convenient multi-dimensional transportation network. 

Guizhou has become one of the national high-speed rail hubs, forming a high-speed rail corridor connecting the Pearl River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing-Yunnan region. 

With Guiyang at its core, a one-hour commuting metropolitan zone within the province and 2 to 3-hour-accessible urban clusters with surrounding provinces have been established. 

The province has normalized operations of the "Guiyang Dulaying-Guangxi Qinzhou Port" special train on the New International Land-Sea Trade Corridor, as well as the regular trains between the Guiyang International Land Port and Guangzhou Port, and the "Zunyi" Land-Sea Intermodal Train. 

On June 30, the Guiyang-Hong Kong air route resumed, promoting economic and trade exchanges, cultural exchanges, and mutual development between Guizhou and Hong Kong. Next, Guiyang Longdongbao International Airport will gradually restore flight services to Macao, Japan, South Korea, and Singapore.

Collaborative development 

Guizhou is an important supplier of raw materials, agricultural products, labor, and industry for the Guangdong-Hong Kong-Macao Greater Bay Area. The area also serves as a major source of investment, technology, industry, and a partner for cooperation in the economic, trade, cultural, and tourism fields for Guizhou. 

Adhering to the cooperation model of "Guangdong enterprises + Guizhou resources, Guangdong market + Guizhou products, Guangdong headquarters + Guizhou base, Guangdong research and development + Guizhou manufacturing," the industrial collaboration between Guangdong and Guizhou has been deepening. 

The two provinces have jointly built 98 industrial parks, with 354 new companies having settled there in 2022 and the actual invested amount reaching 12.37 billion yuan ($1.71 billion). 

Guizhou has also strengthened communication and cooperation with other provinces in the middle reaches of the Yangtze River, such as Hunan, Hubei, and Jiangxi, on energy, tourism, equipment manufacturing, new materials, and education, and jointly built industrial bases in the deep processing of manganese.

Deepening cooperation 

Since 2021, Bijie in Guizhou province and Guangzhou in Guangdong province have jointly established the Bijie-Guangzhou cross-provincial one-stop service platform, providing online and offline services for enterprises and the general public. 

Meanwhile, the Rongjiang County Government Service Center in Guizhou has actively connected and communicated with more than 290 cities, counties, and districts in 21 provinces, municipalities, and autonomous regions, including Zhejiang, Guangdong, Hunan, Yunnan, and Guangxi.

As a result, it has formed partnerships to facilitate cross-provincial one-stop services, in order to improve the efficiency of administrative services and upgrade public services.

This year, tourism departments in Guizhou have also conducted tourism investment and promotional activities in the Guangdong-Hong Kong-Macao Greater Bay Area. 

The "Western Triangle" Cultural and Tourism Cooperation Alliance has been established by Guizhou, Chongqing and Sichuan, gradually realizing resource sharing, market linkage, and information exchanges among the three regions' tourism sectors. 

In addition, as an important ecological barrier in the upper reaches of the Yangtze River and Pearl River, Guizhou has cooperated with the environmental protection departments of other provinces and regions in the Pan-Pearl River Delta Region on joint environment protection and governance.
