A new vision for Hezhang county in Southwest China's Guizhou province, one where people's lives radiate warmth, development speeds up, and revitalization pulses with vitality, is steadily taking shape. Behind this transformation lie the dedicated efforts of Fu Qingmei, a deputy to the National People's Congress (NPC) and deputy head of Hezhang.
Over the past year, Fu has visited every school across the county, engaging in in-depth conversations with principals and teachers while listening to the concerns of parents and students. Under her leadership, Hezhang has hired seven high-caliber education professionals and organized training for over 30,000 teachers, driving tangible improvements in educational resources and quality.
Since assuming her role in the county, Fu has repeatedly visited healthcare facilities at all levels, observed emergency services at the county hospital, tracked referral processes in township clinics, chatted with elderly patients, and inquired about shortages in village medical kits.
Thanks to her persistent advocacy, Hezhang's healthcare sector achieved a historic breakthrough: in August 2025, the Guizhou Provincial Health Commission approved the elevation of Hezhang County People's Hospital to a tertiary comprehensive hospital. This upgrade has enhanced medical technology, discipline development, and management standards, allowing residents in Hezhang and neighboring areas to access advanced, efficient tertiary care close to home.
Fu has also immersed herself in cultural and tourism sites, talking face-to-face with industry practitioners, traditional artisans, homestay owners, and returning youth.
Building on thorough research, she spearheaded efforts to establish the Kele Ruins as a national archaeological park and elevate Jiucaiping Scenic Area to a national 5A-level tourist attraction, integrating core resources like the Tianshang Stone Forest and Jiugushui Hot Springs to create a holistic destination for "mountain vistas, summer retreats, wellness, and cultural immersion."
At this year's national two sessions, Fu will focus on infrastructure development, emphasizing critical livelihood issues such as education, healthcare, protection of minors, and rural vitalization.
