The 2026 World Artificial Intelligence Conference (WAIC) took place in Shanghai from July 17 to 20, marking the global debut of Guizhou's model and data factory, the core hub for the province's AI industry.

Housed in a 78,000-square-meter facility in Guiyang National High-tech Industrial Development Zone, the model and data factory combines computing power from China's "channeling computing resources from the east to the west" national hub with Guizhou's vast data resources.

It also taps into Shanghai Pudong Software Park’s operational expertise and nationwide resource network, providing full-lifecycle support for AI enterprises spanning data collection, processing, application, and deep AI integration across various industries.

By pooling policy incentives across provincial, municipal, and high-tech zone levels, the factory offers up to 2 million yuan ($295,140) in computing power subsidies, up to 2 million yuan in model service subsidies, up to 1 million yuan in subsidies for local data products and training corpora, and up to 100 percent rent-free office space.

For AI startups, dedicated financial solutions are available, including technology loans, talent loans, and intellectual property pledge loans. The factory also issues exclusive vouchers through its public service platform to offset computing power and model service costs on a percentage basis.
